Deborah Euland, M.Ed. – Board Chairwoman

Deborah Euland has been an integral part of The Palmetto Palace’s journey, embodying the spirit of service and dedication that defines the organization. Her relationship with The Palmetto Palace began years ago as a tireless volunteer, taking on multiple roles with enthusiasm and grace while becoming one of its most steadfast advocates. Over the years, her commitment to the mission and vision of The Palmetto Palace has remained unwavering. Today, it is with great honor that she serves as the Board Chairwoman, using her leadership and experience to guide the organization toward its goals of providing vital services to underserved communities.

Beyond her role at The Palmetto Palace, Deborah’s passion for service extends into many facets of her life. She is a prominent figure in her church, where she sings in the choir, leads church school, and fulfills her calling to help others as an active member of the Women’s Missionary Society. Her faith-driven dedication has inspired countless individuals, and her work exemplifies the values of compassion and community. Additionally, Deborah is involved in numerous civic organizations, lending her voice, time, and expertise to causes that aim to uplift and strengthen her community. Despite her many commitments, she treasures the time she spends with her grandchildren, finding joy and purpose in her family life.

Deborah’s academic and professional achievements are equally impressive. She earned a bachelor’s degree in Speech Pathology and Audiology from South Carolina State University, laying the foundation for her career in education and advocacy. She went on to obtain a master’s degree in Special Education (Trainable Mental Retardation) from the College of Charleston, where she dedicated 11 years as a faculty member, shaping the minds and futures of countless students before her well-earned retirement. Her educational background reflects a lifelong commitment to helping individuals overcome barriers and reach their fullest potential.

Deborah’s journey is a testament to the power of perseverance, leadership, and service. As Board Chairwoman, she continues to champion The Palmetto Palace’s mission, ensuring that its work reaches those who need it most while inspiring others to join in the effort to create lasting change.


Natalia Pawlowski, MD – Mobile Health Unit Medical Director

Dr. Natalia Pawlowski completed her residency at the University of Pittsburgh Medical Center (UPMC) in Pittsburgh, PA in family medicine in 2015. She practices primary care with a special interest in community outreach, women’s health, and wellness and nutrition. Dr. Pawlowski has worked in a community health center that served people without insurance and has also partnered up with social workers and law enforcement officers to help transport homeless people to shelter on cold Colorado nights.

Robert E. Fichter, PharmD - Vice President

Robert Fichter is dedicated to providing excellent patient care to people in our community. He is currently a pharmacy manager for a major retail chain pharmacy in Charleston, SC. Robert was born and raised in Pittsburgh, PA, where he graduated from Duquesne University Mylan School of Pharmacy in 2014.

Dr. Youlanda C. Gibbs – Founder, Executive Director, Outreach Director

Dr. Youlanda Gibbs serves as the Outreach Director for the Mobile Health Unit and is the Founder and Executive Director of The Palmetto Palace, a 501(c)(3) nonprofit organization dedicated to bridging healthcare gaps in underserved communities. With over 15 years of experience in clinical settings, including case management and healthcare education, Dr. Gibbs brings unparalleled expertise to her leadership roles.

Dr. Gibbs began her academic journey at the College of Charleston, earning a Bachelor’s degree in Elementary Education. Her commitment to education and leadership propelled her to earn a Master’s in Education from Lesley University and a Doctorate in Education Leadership from Nova Southeastern University. These achievements reflect her dedication to lifelong learning and her passion for empowering others through education and service.

As a recognized leader in public health, Dr. Gibbs was honored with the South Carolina Immunization Champion 2022 Leadership Award, celebrating her significant contributions to preventive care and community health. Under her leadership, The Palmetto Palace has launched innovative initiatives, including its mobile health unit and educational outreach programs, to address chronic disease management and provide critical resources to families and individuals in need.

Dr. Gibbs is not only a dynamic healthcare professional but also a visionary advocate for change. Her passion, talent, and resilience drive her to deliver impactful solutions for health equity, while her determination ensures that no community is left behind. She combines her deep understanding of health administration, family services, and education to create sustainable programs that improve lives and inspire hope.

In her personal life, Dr. Gibbs enjoys traveling and cruising to various destinations, exploring diverse cultures, and experiencing the beauty of the world.
